Overview

The BUILD Grant Program includes $1.5 billion for planning projects and/or capital investments in surface transportation infrastructure for projects that will have a significant local or regional impact and improve transportation infrastructure. Expected impacts of funded projects include those that improve protection of motorized or non-motorized travelers from safety risks, reduce greenhouse gas emissions, and create good-paying jobs from modernizing transportation infrastructure making them safer, more accessible, more affordable, and more sustainable.

The USDOT will evaluate applications to award based on eight criteria. For each merit criterion, USDOT will consider whether the benefits are clear, direct, data driven, and significant, which will result in a rating of “high, “medium,” “low,” or “nonresponsive.”

The eight-merit criterion for RAISE applications include:

  1. Safety
  2. Environmental Sustainability
  3. Quality of Life
  4. Mobility and Community Connectivity
  5. Economic Competitiveness and Opportunity
  6. State of Good Repair
  7. Partnership and Collaboration
  8. Innovation

Applications will be rated:

  • Highly Recommended if six of the eight merit criteria ratings are “high” and none of the merit criteria ratings are “non-responsive.”
  • Recommended if one to five of the merit criteria ratings are “high”, no more than three of the merit criteria ratings are “low”, and none are “nonresponsive.”
  • Acceptable if there is a combination of “high,” “medium,” “low,” or “non-responsive” ratings that do not fit within the definitions of Highly Recommended, Recommended, or Unacceptable.
  • Unacceptable if there are three or more “non-responsive” ratings.
