
Project Overview
The Montana Department of Transportation (MDT) continues to review intersection improvement alternatives at the Bell Crossing and U.S. Highway 93 (US 93) intersection in Victor. Considering the crash history and capacity for increased traffic demand at this intersection, along with other factors, MDT is seeking design solutions to address safety concerns and improve traffic flow in the project area.
Project Timeline
In 2022, MDT completed an Intersection Control Study, which analyzed different potential intersection improvements, including the traffic signal and roundabout intersection control types. Three open houses were held in 2024 to share details with the public and gather feedback.
To determine the best design for the project, MDT is considering public input, including both positive and negative feedback regarding a potential two-lane roundabout at this location, in conjunction with the engineering analysis.
Updates will be made available as the project progresses and construction nears.
MDT will share plans to reconfigure and enhance the safety of the Bell Crossing intersection, continuing to provide the public with information about and opportunities to engage in our process.

Bell Crossing Traffic Study Summary
MDT conducted a crash study for the Bell Crossing and US 93 intersection in Victor. The results of this study demonstrate that a roundabout is the safest design to limit severe crashes and fatalities.
The comprehensive analysis began in 2019 and incorporated 5 years of historical crash data from June 15, 2015, through June 15, 2020.
During the period assessed:
- There were six total crashes reported.
- Half of the crashes (three) were right-angle, T-bone collisions. Of these T-bone collisions, two resulted in serious injuries.
- T-bone crashes are predominant at Bell Crossing.
- None of the crashes involved impaired driving.
Between June 16, 2020, and March 31, 2024, there were eight intersection crashes, all of which were T-bone collisions, with one of these being fatal.
The study examined the Bitterroot Valley's projected growth, and it was conclusive that the roundabout will operate at the highest level of service (A) through the design year 2045. A signal, on the other hand, would drop to service level C at the same 2045 design year.
