
Project Overview
The Montana Department of Transportation (MDT), in partnership with Helena Sand and Gravel, is beginning the Whitehall Urban Pavement Preservation project, a roadway improvement effort designed to extend the service life of Montana Highway 55 (MT 55) as it runs through the heart of Whitehall. Commonly known as West Legion Avenue and North Whitehall Street, work will begin at the intersection with Montana Highway 2 (MT 2) and extend east and north to the Interstate 90 (I-90) Interchange.
This project will resurface the entire width of the roadway by milling the existing pavement and replacing it with new asphalt. As part of the preservation effort, MDT will install two Americans with Disabilities Act (ADA)-compliant curb ramps at the intersection of Legion Avenue and Brooks Street and construct several new sidewalk segments throughout the project area. In addition, crews will replace curbs and gutters, update pavement markings, and install new pedestrian and school zone signage to enhance safety features for all roadway users.

Anticipated Construction Timeline
Construction on the pedestrian facilities is scheduled to begin in mid-May, and traffic control will be in place beginning in early June. All construction activities and traffic restrictions will pause for Frontier Days, which runs from July 24 through July 26. MDT will ensure all equipment is cleared from the roadway and typical traffic patterns are restored by 3 p.m. on July 24.
What to Expect During Construction
- Parking & Access: Some sidewalk and parking closures will occur, especially near where sidewalk, curb, and ADA reconstruction work is taking place. Temporary detours will be posted. MDT and Helena Sand and Gravel will maintain business and local access as much as possible.
- Traffic: Most work will allow single-lane daytime closures with flaggers as needed. Lane widths may be reduced and speed limits lowered. Detours are not anticipated, but signage will be placed well in advance of any work zones to ensure drivers can navigate through the area with minimal disruption.
- Noise & Equipment: Expect typical construction noise and crews working during daylight hours.
