Final work is underway on the Whitehall Urban Pavement Preservation Project. Seal and cover (chip seal) operations are scheduled to begin late this week, weather and other unforeseen factors permitting. This process helps protect the new pavement, extend its lifespan, and enhance overall surface safety.
During this time, drivers should expect short-term lane closures, reduced speeds, and loose gravel on the roadway.
Once the chip seal is complete, crews will return to place permanent roadway markings and complete other miscellaneous tasks to wrap up the project.
Please slow down through active work zones, watch for flaggers and construction vehicles, and follow all posted signage.
June 30, 2025
Construction is now substantially complete on the Whitehall Urban Pavement Preservation Project. Crews plan to return in mid-July to apply seal and cover (chip seal) over the newly paved roadway, weather and other factors permitting.
After chip seal is applied, the surface will cure for approximately a month before crews return to install permanent roadway markings.
There are no longer any length or width restrictions through the area. However, short-term lane closures may occur during chip seal and striping operations. Drivers should continue to watch for crews and follow all posted signage.
June 23, 2025
Over the past week on the Whitehall Urban Pavement Preservation Project, crews have finished raising manholes and water valves, poured concrete collars for these utility holes, and poured sign bases along the sidewalks.
Sign base concrete work will wrap up early this week, with final pours expected Monday. These bases will cure for approximately a week before crews return to install signposts and signage, weather permitting. After that, the project will pause until chip sealing begins, which is currently scheduled for early to mid-July, weather and other factors permitting.
Permanent roadway markings will be placed roughly a month after the chip seal is complete, which is the standard curing timeline.
There are no longer any length or width restrictions through the area. However, intermittent short-term lane closures may still occur as finishing work continues. Drivers should continue to watch for crews and obey all posted signage.

The Montana Department of Transportation (MDT), in partnership with Helena Sand and Gravel, completed paving last week on the Whitehall Urban Pavement Preservation Project. Crews paved one lane at a time along West Legion Avenue and North Whitehall Street.
This Week’s Work:
- Crews are adjusting utility manholes and water valves under the new pavement. Concrete collars will be poured around each adjustment.
- Work will also begin on installing sign bases along the sidewalk.
- Rain in the forecast may delay some activities.
- Chip seal work is scheduled for mid-July, weather and other factors permitting.
Traffic Impacts:
- Single-lane closures and lane shifts
- Reduced speed limits
- Flaggers and/or temporary signal lights
- Short delays and limited access to turning lanes
Please slow down and watch for crews working near the roadway, especially during concrete and utility work. MDT and the contractor are coordinating with local businesses and residents to maintain access during construction.

The Montana Department of Transportation (MDT), in partnership with Helena Sand and Gravel, is moving into the paving phase of the Whitehall Urban Pavement Preservation Project.
Paving is scheduled to begin Monday, starting on West Legion Avenue and progressing to North Whitehall Street. A 14-foot width restriction will be in place on Whitehall Street during this work.
Paving is expected to wrap up by the end of next week, weather permitting. Chip seal work is scheduled to begin in mid-June to complete the surface treatment and extend the life of the new pavement.
Traffic control remains in place, including:
- Single-lane closures
- Reduced speed limits
- Flaggers and/or temporary stoplights
- Short delays
Please remember: no street parking is allowed in the project area while paving is underway. Move vehicles off the roadway to ensure the work can proceed safely and efficiently.

The Montana Department of Transportation (MDT), in partnership with Helena Sand and Gravel, is continuing work on West Legion Avenue and North Whitehall Street.
Curb and gutter replacement along Legion Avenue is nearly complete, sidewalk work is ongoing, and pedestrian access is maintained throughout the project area. Crews still need to complete ADA ramp installations and additional sidewalk segments.
In preparation for milling this week on Legion Avenue, crews will begin lowering utility features, such as drain caps and utility hole covers. Milling of the roadway is scheduled to start midweek, with paving expected the following week, weather and other factors permitting.
No street parking will be allowed in the project area while milling is underway. Please move vehicles off the roadway to allow work to proceed safely and efficiently.
